What is a Water Conservation Element?

Salt Lake County is updating their Wasatch Canyons, Sandy Hills, and West General Plans for the unincorporated areas to comply with Utah Senate Bill (SB) 110 (2022), SB 76 (2023), and Utah Code 10-27a-403. The law requires stronger coordination between land use planning and water conservation.

As part of this effort, the County will develop a new Water Use and Preservation Element for each General Plan, covering:

  • How land use affects water demand and infrastructure

  • Strategies to reduce water use in both new and existing development

  • Opportunities for the County to improve its own water use practices

  • Regional and agricultural water conservation goals

  • Policy and ordinance recommendations to support efficient water use

  • Low-water landscaping and sustainable site design
